Barack Obama Appoints Hillary Clinton as Secretary of State?

USA President-elect Barack ObamaSenator Hillary Clinton to be USA Secretary of StateSenator Hillary Clinton was reportedly appointed by U.S. President-elect Barack Obama as his Secretary of State, major U.S. media declared. With Obama's advocacy to unity, he appointed Clinton, his once bitter rival in the Democratic Party Presidential nomination, as the highest-ranking member of his cabinet.

According to Dong-A Ilbo, "The New York Times said Obama's phone call to Clinton Thursday led her to accept the position.

When Obama met Clinton Nov. 13 for the first time since his election, he offered her the position in general terms, but that Clinton was pessimistic about joining his Cabinet.

Clinton reportedly asked for direct access to Obama without reaching his security adviser and personnel authority in the State Department as conditions for taking the job, because she wanted to avoid the situation faced by Colin Powell, who served as secretary of state under the Bush administration. At the time, Powell was swayed by then Undersecretary of State John Bolton planted by neo-con forces.

In the phone call, Obama addressed her concerns about access, personnel and other issues."

Functions of the Secretary of State

Wikipedia stated, "In accordance with the United States Constitution, the Secretary performs such duties as the President requires. These include negotiating with foreign representatives and instructing U.S. embassies or consulates abroad. The Secretary also serves as a principal adviser to the President in the determination of U.S. foreign policy and, in recent decades, has become responsible for overall direction, coordination, and supervision of interdepartmental activities of the U.S. Government overseas, excepting certain military activities.

As the highest-ranking member of the cabinet, the Secretary of State is fourth in line to succeed the Presidency, coming after the Vice President, the Speaker of the House of Representatives, and the President pro tempore of the Senate."
